I am very disappointed in ebay. The new feedback rules leave sellers open to harassing and abuse of the feedback system.

If ebay wants to stop the retalitory feedback issue, that's fine; but wouldn't it make sense to allow the seller to leave negative feedback once a buyer fails to respond to an unpaid item dispute? …

These changes are so overdue. Ebay will be much better for them.
